Grant Programs
Home Repair Loans
Through this program, homeowners and landlords in the Broadway Slavic Village neighborhood can receive 0-7% interest home improvement loans of $500 to $15,000 with no income guidelines and no application fee. Slavic Village Development also assists homeowners in determining what repairs need to be done, locating and negotiating with contractors, and ensuring that work is completed properly. Eligible repairs include all exterior repairs and improvements as well as heating, plumbing and electrical work.
This program also offers home weatherization assistance and improves safety through free insulation, rewiring of substandard electrical, water conservation products and carbon dioxide detectors for income qualified residents. Slavic Village Development staff members also conduct furnace inspections and replacements for low-income and elderly residents.

Cleveland Action to Support Housing (C.A.S.H.)
The Cleveland Action to Support Housing (CASH) formed as a non-profit in the late 1970s. Their mission is to encourage the revitalization of Cleveland’s neighborhoods. They achieve this mission through repair and/or rehabilitation lending. CASH collaborates with local lenders, making it easier for you to improve your home or property with a low interest rate. They will also assist in qualifying contractors and determining a fair price for home repairs.
Home Improvement Loan Program
Have you noticed that your home is in need of a few repairs and want some assistance with the process? CASH’s Home Improvement Program is designed for owner-occupants and investors who wish to improve their properties in the City of Cleveland. In addition to a low interest rate, which can be found in the upper right-hand corner of the page, our specialists will guide you through the entire process – from the application through the completion of the construction. Multi-Family Loan Program
Do you own an apartment building that could use an update and need a little financial assistance? CASH’s Multi-Family Loan Program assists in the renovation of apartment buildings by offering a low interest rate. Click here to learn more.
Paint Program
Income qualified homeowners and landlords are eligible for grants of up to $300 in free paint and supplies to paint the exterior of their homes through the Slavic Village Development Paint Program. Slavic Village Development has identified a local paint supplier who allows participants to charge paint purchases, so participants can be reimbursed later.
Slavic Village Development is also responsible for monitoring the completion of painting jobs, and all billing. We also work with seniors and those unable to paint their own homes to identify resources to cover labor costs.

Safety Program
The goal of the Slavic Village Safety Program is to ensure our community is a safe place to live, work and do business. Our Safety Coordinator attends block club meetings, performs safety inspections at local businesses, collects information from the community, tracks crime statistics from the Cleveland Police and monitors developing trends and safety issue.
Senior Assistance
The City of Cleveland’ Department of Aging offers numerous programs for seniors, including the following:
- SHAP – Senior Homeowner Assistance Program
- CHORE Services – Housework, lawn mowing and simple repairs
- Benefits Checkup – Computerized screening program to determining eligibility for federal, state and local community assistance programs.

CHN Homeward Program and Lease Purchase Program
The Homeward Program and Lease Purchase Program are programs of the Cleveland Housing Network focused on strengthening real estate markets in Cleveland neighborhoods through increased owner occupancy. Homeownership opportunities are available for both very low-income families through the Homeward Lease Purchase Program, and low- to moderate-income buyers through the Homeward Program. Neighborhood Housing Services of Greater Cleveland
