Code EnforcementThe Slavic Village Development Code Enforcement Program insures that housing and building code violations have been corrected by serving as a liaison between City Hall, property owners, concerned residents, Councilmen, and neighborhood organizations.This program has been very helpful in addressing key problem properties, as well as raising the level of property maintenance along entire streets. Slavic Village Development staff works closely with Cleveland Housing Court officials and property owners to determine the best available option for cited properties. Contact: Lisa Scheel at (216) 429-1182 ext. 110 Home Repair LoansThrough this program, homeowners and landlords in the Broadway area can receive 0-7% interest home improvement loans of $500 to $15,000 with no income guidelines and no application fee. Slavic Village Development also assists homeowners in determining what repairs need to be done, locating and negotiating with contractors, and insuring that work is completed properly. Repairs that are eligible for the program include all exterior repairs and improvements as well as heating, plumbing, and electrical work.This program also weatherizes homes and improves safety through free insulation, rewiring of substandard electrical, water conservation products and carbon dioxide detectors for income qualified residents. Slavic Village Development works in cooperation with the Cleveland Housing Network in operating these programs. Contact: Stacy PughHousing Rehabilitation ProgramThrough the Housing Rehabilitation Program program, Slavic Village Development has rehabilitated many Lease Purchase homes and Homeward conventional sale homes. The Lease Purchase Program is available to low income working families with acceptable credit histories, and enables them to own their home in 15 years.The Homeward Program is geared toward moderate income families who can qualify for a mortgage. Slavic Village Development works in cooperation with the Cleveland Housing Network in operating these programs.
New Home Construction ProgramIn recent years Slavic Village Development has discovered that rehabilitation is not always an option. Since 1994, Slavic Village Development has been assembling 10 to 15 sites per year for new single family homes.To date, Slavic Village Development has worked with developers to build 24 market rate, scattered site, new construction homes and 48 new Lease Purchase homes. Slavic Village Development is also the co-developer of over 200 new homes in the Mill Creek Development. Paint Rebate ProgramIncome qualified homeowners and landlords can receive up to $300 in free paint and supplies to paint the exterior of their homes. Slavic Village Development provieds paperwork for participants, and has identified a local paint supplier who will allow participants to charge their paint purchase, so participants do not have to come up with the money and be reimbursed later.Slavic Village Development is also responsible for monitoring the completion of painting jobs, and all billing. Property Management ProgramThe Property Management department manages over 400 units of scattered site housing (single-family new construction, renovated single-family homes and apartments) in the Broadway neighborhood providing home ownership and housing opportunities for low to moderate income families.Slavic Village Development Property Managers are involved with inter-organizational social service programs addressing the housing and social needs of residents.
